The Mission of Highland Council for the Deaf is to serve as a special purpose advocate and service provider in meeting the unique needs with the Deaf and Hard of Hearing population in West Texas.
Ensure communication access services by eliminating communication barriers or accessibility issues in the workplace, state and local government agencies, public business offices, and community organizations.

Educating our community about Deaf Culture and how to effectively communicate with Deaf and Hard of Hearing Individuals.
