Highland Council for the Deaf is a community-based, non-profit 501(c)3 serving 30• counties in West Texas since 1982!
The mission of Highland Council for the Deaf (HCD) is to serve as a special purpose advocate and service provider to meet the unique needs of the Deaf and hard-of-hearing population of West Texas by partnering with locaI organizations and agencies to provide interpreting services, education, and training.
A core value of HCD is to highlight the culture and language of the Deaf and hard-of-hearing community. As with any people group, where language blossoms, culture soon follows.
